PROBLEM TO BE SOLVED: To provide a moisture-proof decorative plate and building material, a decorative plate, and a decorative sheet which have excellent scratch resistance and excellent weather resistance.SOLUTION: There are included: a thermoplastic resin base layer 1; a pattern layer 2 that is disposed on a surface 1a of the thermoplastic resin base layer 1; a transparent adhesive layer 3 that is disposed on the pattern layer 2; a transparent thermoplastic resin layer 4 that is disposed on the transparent adhesive layer 3; and a surface protective layer 7 that is formed on the transparence thermoplastic resin layer 4. An outermost layer (e.g., a second surface protective layer 6) located at least an outermost surface of the surface protective layer 7 includes, as a main component, a mixture of an ionization radiation-curable resin and a thermosetting resin, and the mixture ratio between the ionization radiation-curable resin and the thermosetting resin is, by mass ratio, within a range of 6:4 to 8:2.SELECTED DRAWING: Figure 1
