PROBLEM TO BE SOLVED: To provide a moisture-proof decorative plate and building material, a decorative plate, and a decorative sheet which have easy wiping-off performance in cleaning, makes unevenness of wiping less noticeable, and has excellent cleanability.SOLUTION: There are included: a substrate sheet 1 made of a resin; a pattern layer 2 that is disposed on a surface 1a of the substrate sheet 1; a transparent adhesive layer 3 that is disposed on the pattern layer 2; a transparent thermoplastic resin layer 4 that is disposed on the transparent adhesive layer 3; and a surface protective layer 7 that is disposed on the transparent thermoplastic resin layer 4. A second surface protective layer 6 located on at least an outermost surface of the surface protective layer 7 has a 60-degree specular gloss of 20 or more and 35 or less according to JIS Z 8741.SELECTED DRAWING: Figure 1
