PROBLEM TO BE SOLVED: To provide a sound insulation plate and sound insulation panel which can secure the bondability between a translucent resin plate and a fireproof glass plate, and which satisfies the required performance.SOLUTION: A sound insulation plate 20 comprises: a translucent resin plate 21 disposed on a side of a passage; a fireproof glass plate 22 disposed on an opposite side of the passage; and an interlayer 23 for bonding together the translucent resin plate 21 and the fireproof glass plate 22. A surface of the translucent resin plate 21 which faces the fireproof glass plate 22 is covered with a glass coat layer 24. The fireproof glass plate 22 is a wire reinforced glass plate, a heat-proof tempered glass plate, or a low expansion glass plate. The translucent resin plate 21 is a polycarbonate plate or an acrylic plate.SELECTED DRAWING: Figure 1
