To provide a sound insulation panel and a sound insulation wall which exhibit excellent sound insulation, can maintain the sound insulation for a long period of time, has excellent assembly workability, can be easily manufactured, and can be easily disposed of.SOLUTION: A sound insulation panel and a sound insulation wall comprise: a front plate that constitutes at least a part of one surface facing a sound source side; and a back plate to which the front plate is fixed and which constitutes a surface opposite to the sound source side. The back plate comprises: a back plate first end that is one end and a back plate second end that is the other end in a cross section perpendicular to the direction in which a road extends; a protruding part facing the sound source side between the back plate first end and the back plate second end; and a back plate substrate part between the protruding part and the back plate first end, and between the protruding part and the back plate second end. The front plate is fixed to the back plate. The front plate and the back plate form a silencing part which is surrounded by the front plate and the back plate in cross section, with one of which being opened.SELECTED DRAWING: Figure 1
