To provide a sound insulation plate and sound insulation panel having excellent impact resistance and fire resistance.SOLUTION: A sound insulation plate 20 includes: a first translucent resin plate 21 disposed on a side of a passage; a second translucent resin plate 22 disposed on an opposite side of the passage; and a fireproof glass plate 23 disposed between the first translucent resin plate 21 and the second translucent resin plate 22, and those three plates are joined via an interlayer film 25 and an interlayer film 26. The fireproof glass plate 23 is any one of a wire-reinforced glass plate, a heat-resistant reinforced glass plate, and a low expansion glass plate. The first translucent resin plate 21 and the second translucent resin plate 23 are either a polycarbonate plate or an acrylic plate.SELECTED DRAWING: Figure 1
