To positively utilize a vehicle located in a prescribed area.SOLUTION: A vehicle management device includes: a communication part for receiving event data showing contents of an event and position data showing a position of a vehicle; and an authority transfer control part for transmitting notification data for notifying contents related to an event to at least either a first user terminal used by a first user of the vehicle located within a prescribed area or an on-vehicle device of the vehicle by using the communication part with reference to the event data and the position data received by the communication part, and first user data showing the first user having an authority to use the vehicle, determining whether or not an event that occurs as a result of transmitting the notification data satisfies a prescribed condition based on the notification data, and transmitting authority transfer data necessary to transfer at least a part of the authority to use the vehicle located within the prescribed area to a second user to a second user terminal of the second user by using the communication part in the case of determining that the prescribed condition is satisfied.SELECTED DRAWING: Figure 1
