To allow a flight device to stably land on and take off from a landing and takeoff base apparatus even during running of a vehicle.SOLUTION: A landing and takeoff base apparatus for an on-vehicle flight device includes a base member 31 including a landing and takeoff surface 31a which is a surface which a flight device 2 lands on and takes off, and a winding device (34) which is disposed below the base member 31 and can wind up and off a connection member (4) connected to the flight device 2. The base member 31 is attached above a back window 12 provided behind a roof panel 6 of a vehicle such that the landing and takeoff surface 31a is positioned behind and below a rear end position Y of the roof panel 6.SELECTED DRAWING: Figure 3
