To provide an electromagnetic wave absorption material and an electromagnetic wave absorber, in which dielectric loss is used and which can be put to practical use in a high frequency band.SOLUTION: There is provided an electromagnetic wave absorption material including an electrically insulating matrix and ferromagnetic metal powder dispersed in the electrically insulating matrix. The content ratio of the ferromagnetic metal powder is 50 vol.% or more, and the average aspect ratio of the ferromagnetic metal powder is 5.0 or less. The electromagnetic wave absorption material has the peak of a dielectric tangent (tanδE) in a frequency band of 0.1 GHz or more and 18 GHz or less, and the value of a dielectric tangent (tanE) at the peak is 0.05 or more.SELECTED DRAWING: Figure 7
