To provide a parking control system capable of improving convenience for a user of a parking facility, a parking control method and a parking control program.SOLUTION: The present invention relates to a parking control system for performing move processing of a vehicle between a berth 1 where at least one of getting-on and getting-off is performed and a parking area 7 where the vehicle is parked. The parking control system comprises: a buffer control unit for performing the move processing of the vehicle between the berth 1 and a buffer block 20 where a plurality of vehicles can be disposed in the parking area 7; and a parking control unit for performing the move processing of the vehicle between the buffer block 20 and a parking block 30 where a plurality of vehicles can be disposed in the parking area 7 including an area farther than the buffer block 20 with respect to the berth 1.SELECTED DRAWING: Figure 6
