To provide a parking control system capable of improving convenience for users of a parking facility, a parking control method, and a parking control program.SOLUTION: The present invention relates to a parking control system 40 for a parking facility. The parking control system comprises: an acquisition unit 61 for acquiring action information of a user; an estimation unit 62 for estimating an expected exit value which is a probability of exit of the user based on the acquired action information; and an execution unit 63 for performing processing relating to the exit such as an exit reservation in the parking facility based on the estimated expected exit value.SELECTED DRAWING: Figure 8
