To broadcast information for a visually handicapped person, etc. to support their walking or provide guidance to an emergency evacuation place, with FM weak radio waves as analog technology with already completed infrastructures, incurring no large cost burden in transmission and reception without using digital technology in the core of the system.SOLUTION: A device constituted to broadcast appropriately updated broadcast content by using an FM radio broadcasting band weak radio wave transmitter 2 and an antenna 4 which can control a direction and a range of transmitted radio waves to enable a visually handicapped person, etc. who listens to the broadcast to determine a place and the direction in which he/she walks is integrated into a block 41 for guiding the visually handicapped person.SELECTED DRAWING: Figure 2
