To provide an asphalt emulsion-decomposing agent excellent in performance of decomposing an asphalt emulsion and performance of forming an asphalt layer by the decomposition of the asphalt emulsion, and to provide a method for forming the asphalt layer by decomposing the asphalt emulsion using the asphalt emulsion-decomposing agent.SOLUTION: An asphalt emulsion-decomposing agent according to the present invention contains a branched fatty acid and/or its salt as an active ingredient. A method for decomposing an asphalt emulsion to form an asphalt layer according to the present invention comprises a step of applying the asphalt emulsion-decomposing agent containing the branched fatty acid and/or the salt thereof as the active ingredient to a coating surface of the asphalt emulsion.SELECTED DRAWING: None
