To provide a decomposing composition for asphalt emulsion that can sufficiently shorten the decomposition time of asphalt emulsion and the time required for asphalt film formation even at low temperature.SOLUTION: A decomposing composition for asphalt emulsion contains anionic surfactant (A) having 8 or more carbon atoms, organic salt (B) having 1 to 7 carbon atoms, and aqueous medium (C), the weight ratio [(B)/(A)] of the organic salt (B) to the anionic surfactant (A) is 0.01 to 0.25, and the weight ratio [(B)/(C)] of the organic salt (B) to the aqueous medium (C) is 0.01 to 0.1.SELECTED DRAWING: None
