The present invention includes: a water-supplying system (100); a pumping system (200) that pumps a mixing material other than water (a mixture of the granulated solidification material and the aggregate); and a connecting system (300) that mixes water and the mixing material other than water, wherein the pumping system (200) includes a spraying apparatus (25) that pumps the mixing material other than water into the connecting system (300), a measuring device (3) that measures the mixing material discharge quantity from the spraying apparatus (25), and a control device (2) that computes a quantity of water to add and a flow rate of water relative to the mixing material discharge quantity to form a suitable mixture, and the water-supply system (100) has a water-feeding pump (32) that pumps water at the flow rate that was computed by the control device (2).
