La présente invention concerne un élément de construction semi-non combustible et son procédé de fabrication et, plus spécifiquement, un élément de construction semi-non combustible contenant un matériau de déchet, un liant et un auxiliaire de durcissement, et son procédé de fabrication, l'utilisation de matériaux de déchets en tant que matériau principal permet d'être respectueux de l'environnement et de réaliser des économies de coût dans la production et l'utilisation d'un liant ayant une performance semi-non combustible qui confère une semi-non-combustibilité.
