The invention provides a novel cement clinker calcining and decomposing furnace. The novel cement clinker calcining and decomposing furnace comprises a lower volute part, a lower furnace body, an upper furnace body and an upper volute part. The lower volute part comprises a lower volute flow channel and an air inlet, and the lower volute flow channel feeds gas into the lower volute part through an outlet tangentially communicating with the side wall of the lower volute part; the lower volute runner is communicated with a first to-be-calcined material inlet and a first fuel inlet, and/or the side wall of the lower volute part is provided with a second to-be-calcined material inlet and a second fuel inlet. A shrinkage part is arranged at the bottom of the upper furnace body, and the diameter of the shrinkage part is gradually increased in the vertical upward direction. And an upper side outlet communicated with the upper volute part is formed in the side surface of the upper furnace body. The upper volute part comprises an upper volute flow channel, an inlet of the upper volute flow channel is configured to tangentially communicate with the upper side outlet, and the rotating direction of the upper volute flow channel is opposite to that of the lower volute flow channel. According to the calcining decomposing furnace, the retention time of fuel and flue gas can be prolonged, and meanwhile, the to-be-calcined material, the fuel and the flue gas are fully mixed.
