The invention relates to the technical field of cement preparation, in particular to a calcining system and method for cement clinker. The calcining system comprises a kaolin calcining assembly which comprises a preheater and a decomposing furnace; the preheater is provided with a plurality of stages of cyclone cylinders; the preheater is provided with a feed port and a discharge port; the decomposing furnace is provided with a fuel adding port and a raw material inlet; the raw material inlet is connected with the discharge hole; calcining in the decomposing furnace to generate activated kaolin; the calcining temperature in the decomposing furnace is 700-850 DEG C, the calcining time is 0-1.5 hours, and the calcining atmosphere in the decomposing furnace is an oxygen-enriched atmosphere or a CO reduction atmosphere; the cement calcining assembly is used for calcining to generate cement clinker; and adding the activated kaolin into the discharging side of the cement calcining assembly according to a preset proportion of the activated kaolin in the cement clinker. The use of carbon-containing raw materials in clinker production can be reduced, the carbon emission of the clinker is reduced, and the hydration rate of the cement clinker is adjusted.
