The invention discloses a system and method for calcining cement clinker. The system comprises a raw material prefabricating module system, a raw material decomposing system, a clinker calcining system, a clinker cooling system, a waste heat power generation system, a tail gas treatment system, a solar heat gathering system and a thermoelectric conversion system. A discharge hole of the raw material prefabricating module system is connected with a material inlet of the raw material decomposing system; a discharge hole of the raw material decomposing system is connected with a material inlet of the clinker calcining system; a discharge hole of the clinker calcining system is connected with a material inlet of the clinker cooling system; two gas outlets of the solar heat gathering system are respectively connected with a gas inlet of the raw material decomposition system and a gas inlet of the thermoelectric conversion system; the thermoelectric conversion system provides electric energy for the clinker calcining system; a gas outlet of the raw material decomposition system is connected with a gas inlet of the waste heat power generation system, and a gas outlet of the waste heat power generation system is connected with a gas inlet of the tail gas treatment system. According to the system, the technological process is simplified, the carbon emission is reduced, and the energy efficiency level utilization rate is high.
