The invention relates to a steel strand pressing and penetrating device of a prestressed flat anchor, which comprises a traction head and a steel strand fixer, the rear end of the traction head is connected with a clamping piece pressing base, the steel strand fixer is positioned in the traction head, a clamping piece is arranged in the steel strand fixer, and a steel strand penetrates through the clamping piece. A plurality of inverted-cone-shaped holes are formed in the steel strand fixing device, and each inverted-cone-shaped hole is internally provided with one clamping piece. A plurality of wire passing holes are formed in the clamping piece pressing base; a circular limiting groove is formed in the side, close to the traction head, of the clamping piece pressing base. The clamping piece is formed by combining two wedge-shaped clamping pieces. The locking device aims at overall strand pulling of the prestressed flat anchor, and the locking problem in the strand pulling process is solved.
