The invention provides a steel rail milling and grinding vehicle milling and grinding head lifting device and a steel rail milling and grinding vehicle. The steel rail milling and grinding vehicle milling and grinding head lifting device comprises a supporting frame for being fixed to a milling and grinding vehicle, and a main shaft box for installing the milling and grinding head. The main shaft box is arranged on the supporting frame in the vertical direction in a sliding mode. A hydraulic cylinder for driving the main shaft box to rise and fall in the vertical direction is arranged between the supporting frame and the main shaft box. A lead screw is arranged on the main shaft box in the vertical direction in a rotating and penetrating mode and sleeved with a screw nut. A driving device for driving the lead screw to rotate is arranged on the main shaft box. The screw nut is connected with a detecting device for detecting the distance between the screw nut and a steel rail. The detecting device is connected to a controller. The controller is used for controlling the hydraulic cylinder to be switched from the driving state to the floating state when the detecting device detects that the screw nut makes contact with steel rail. Through the cooperation of the lead screw and the hydraulic cylinder, the longitudinal feeding of the milling and grinding head is achieved, the milling and grinding head can move up and down together with the steel rail, the quality of the milled and ground steel rail is good, the abrasion to the milling and grinding head is reduced, and the service life is prolonged.
