The device comprises a grinding device and is characterized in that a grinding mechanism is arranged on the right side of the grinding device, a collecting mechanism is arranged on the left side of the grinding device, the grinding mechanism is connected with the collecting mechanism through a pipeline, and a fusing mechanism is arranged on the other side of the grinding device; the fusing mechanism is connected with the collecting mechanism through the pipeline, pouring mechanisms are arranged on the two sides of the grinding device and connected with the fusing mechanism through pipelines, the grinding mechanism comprises a grinding shell, a plurality of grinding wheels are connected to one side of the grinding shell through bearings, and an air storage chamber is arranged on the side, close to the grinding shell, of each grinding wheel; and a piston is slidably connected into the air storage chamber, a left air cavity and a right air cavity are formed in the left side and the right side of the piston correspondingly. The device is high in practicability and capable of polishing rust on the surface of the steel rail and filling up pits in the surface of the steel rail.
