The invention discloses a foundation structure of a mobile tower crane and a laying method of the foundation structure, belongs to the technical field of civil and architectural engineering and aims at solving the problem that foundations of existing mobile tower cranes need secondary leveling and are inconvenient to transfer. The foundation structure comprises a foundation layer and two parallelly-arranged track beds positioned above the foundation layer, each track bed is formed by sequentially connecting a plurality of tower boxes along the length direction, and a leveling layer is laid between the foundation layer and each track bed. By the foundation structure, burying of foundation embedded parts of the tower crane is not needed, and the problem that conventional tower cranes need secondary leveling is solved. In addition, after building construction is completed, the foundation structure is reusable, so that saving of engineering cost is facilitated. The laying method is simple and convenient in construction, so that construction efficiency is improved greatly.
