The offshore high-rise pile cap foundation comprises a concrete pile cap, the offshore high-rise pile cap foundation is provided with a combined pile system composed of three or more vertical rock-socketed piles and three or more inclined piles, and the inclined piles are matched with anchor cable devices for providing bearing force. According to the offshore high-rise pile cap foundation supported by the anchor cables and the inclined straight piles and the construction method of the offshore high-rise pile cap foundation, a pile stabilizing platform formed after straight pile construction can be used for providing support for the inclined piles in the construction period, so that driving and rock socketing of the inclined piles are facilitated; and the anchor cable structures are adopted, so that the depth of the inclined piles socketed into bed rock is reduced, the construction difficulty of inclined rock-socketed piles is reduced, large pulling resistance is provided for the inclined piles, and meanwhile, the problems that a high-rise pile cap in a shallow covering layer rock-based foundation is difficult to construct and insufficient in bearing capacity in the service period are solved.
