The invention provides an ardealite-based cement setting retarder and a preparation method and application thereof. The ardealite-based cement setting retarder is prepared by taking, by mass, 90%-95%of ardealite, 3%-6% of slag powder or fly ash and 2%-4% of calcium quicklime powder or calcium slaked lime powder or carbide slag powder, adding an appropriate amount of an alkali activator, mixing and balling; the dosage of the alkali activator is converted into the mass of Na2O and is 6%-15% of the dosage of the slag powder or the coal ash. According to the invention, soluble phosphorus, fluorine and the like in phosphogypsum can be effectively adsorbed and cured, organic matters are neutralized, accordingly, adverse effects of harmful substances in the ardealite on the cement setting time and the early strength can be greatly reduced, the ardealite-based cement setting retarder is short in aging time, and the production efficiency of the ardealite-based cement setting retarder can be greatly improved.
