The embodiment of the invention discloses an elevation lifting device and an elevation system with the same. The elevation lifting device comprises a base frame, a shear type mechanism, a driving mechanism, a fixing structure and a control mechanism, wherein the base frame comprises a fixed frame and a lifting frame, and the lifting frame can move relative to the fixed frame; the shear type mechanism is connected between the fixed frame and the lifting frame; the driving mechanism is connected with the shear type mechanism, and the driving mechanism is used for driving the shear type mechanismto move so as to enable the lifting frame to do lifting motion relative to the fixed frame; the fixing structure is arranged on the lifting frame, and the fixing structure is used for fixing a lasertransmitter; and the control mechanism is electrically connected with the driving mechanism so as to control lifting of the lifting frame, and the control mechanism can receive an external signal andcontrol the lifting amount of the lifting frame according to the external signal. According to the elevation lifting device in the embodiment, the elevation can be automatically adjusted, and the accuracy and convenience of the elevation lifting device are improved.
