The mixed material is prepared from the following raw materials by dry weight percentage: phosphogypsum, slag, cement and a modifier. The modifier is prepared from calcium chloride, petroleum coke desulfurized fly ash, bentonite, talcum powder and casein. The preparation process of the high-dosage phosphogypsum-based stablematerial is simple and feasible, energy-saving and environment-friendly, and easy to popularize; the high-dosage phosphogypsum-based stable material is relatively good in performance and low in toxicity; and the phosphogypsum utilization rate is high.
