The invention relates to the technical field of concrete, and particularly discloses super-retarding concrete and a preparation method thereof. Per cubic meter of the concrete is composed of the following components: 240-310 kg of cement, 105-160 kg of fly ash, 760-880 kg of medium sand, 1020-1050 kg of crushed stones, a super retarding admixture accounting for 1.6-2.1% of the total amount of the cement and the fly ash, and a retarder accounting for 8%-10% of the total amount of the super-retarding admixture, wherein the water-binder ratio is 0.36 to 0.39, and the retarder is any two of citric acid, white sugar, sodium gluconate and sodium borate. According to the invention, the risk that the concrete blocks a pipe in the construction process is effectively reduced, mortar drives stones to flow after the concrete enters a mold, the phenomenon of stone accumulation is avoided, the overall homogeneity of the poured concrete is effectively ensured, and the impermeability of the concrete is improved.
