The invention discloses an agricultural water-saving irrigation system and irrigation method. A purified water outlet of rainwater collection equipment communicates with a water storage pond, the water storage pond communicates with a water inlet of filtering equipment through a pipeline, a water outlet of the filtering equipment communicates with water and fertilizer integrated equipment through a pipeline, and the water and fertilizer integrated equipment communicates with a sprinkling irrigation pipe network through a pipeline; a plurality of soil temperature and humidity sensors are distributed in a field and are electrically connected with a field controller; and a plurality of electromagnetic valves and a plurality of electronic water meters are used in a matched mode and installed in the sprinkling irrigation pipe network, the electromagnetic valves are electrically connected with a valve controller through wires, the valve controller is electrically connected with the field controller, and the field controller can be in wireless communication with a control terminal. A soil moisture content monitoring module collects the humidity information of the soil and formulates the appropriate irrigation water amount according to the humidity information of the soil, so that the purpose of saving water is achieved.
