The invention relates to a rail-direction fine adjustment device which comprises a rail-direction fine adjustment arm, a rail-direction fine adjustment screw sleeve and a rail-direction fine adjustment screw sleeve driving unit used for driving the rail-direction fine adjustment screw sleeve to rotate, a rail-direction fine adjustment seat is arranged at the bottom end of the rail-direction fine adjustment arm, a screw sleeve self-adaptive mechanism is arranged on the rail-direction fine adjustment seat, and the screw sleeve self-adaptive mechanism comprises a base plate. The rail direction fine adjustment screw sleeve driving unit is mounted on the base plate; the thread sleeve self-adaption mechanism further comprises a rail direction self-adaption structure used for enabling the base plate to move in a self-adaption mode in the rail direction fine adjustment process of the rail row, and/or further comprises a vertical self-adaption structure used for enabling the base plate to move in a self-adaption mode in the rail row elevation fine adjustment process. In addition, the invention further relates to a track panel fine adjustment vehicle which is provided with the track direction fine adjustment device and reliable in work and a track panel fine adjustment method. By arranging the thread sleeve self-adaption mechanism, the track direction fine adjustment thread sleeve can be self-adapted to the track direction fine adjustment process and/or the track panel elevation fine adjustment process of the track panel, the operation smoothness and reliability of track panel fine adjustment are guaranteed, and unnecessary interference between devices is avoided.
