The invention relates to a special road section anti-skid surface layer composite modified asphalt mixture and a preparation method thereof, the asphalt mixture is composed of a filler, matrix asphalt, red mud, a high modulus additive, a first active component, a second active component and an aggregate, the first active component is composed of o-cresol formaldehyde epoxy resin, phenoxy resin and sepiolite; the second active component is prepared from terpene resin, polyether ketone, glass fibers and carbon fibers. According to the special road section anti-skid surface layer composite modified asphalt mixture provided by the invention, the high-temperature deformation resistance and low-temperature crack resistance of an asphalt pavement are greatly improved, and meanwhile, the pavement has excellent anti-skid and overall durability properties; the red mud asphalt pavement material can be applied to asphalt surface layer paving of special road sections such as sharp turns, S-shaped routes, long and large longitudinal slopes, tunnel entrances and exits, plane intersections and the like, meanwhile, the red mud is added, solid waste utilization can be promoted, resources are saved, and the environment is protected.
