The invention provides environment-friendly ardealite cement and a preparation method thereof, the ardealite cement is applied to a road base, and the ardealite cement is characterized by being prepared from the following raw materials in percentage by weight: 77.5% of Portland cement clinker, 8% of limestone, 6.5% of ardealite, 4% of coal-fired slag and 4% of slag. The method comprises the following steps: according to the raw material composition and weight ratio of the ardealite cement, obtaining all component raw materials of the ardealite cement, and mixing and weighing to obtain prepared raw materials; the prepared raw materials are subjected to grinding and dust collection treatment and then are lifted to a finished product warehouse, and the ardealite cement is obtained.
