The solid waste is obtained by crushing undisturbed coal gangue to 4.75 mm or below and calcining to obtain coal gangue sand which completely replaces river sand to serve as aggregate, the waste rubber particles replace 0-30% of coal gangue sand, 3.8-6% of calcined coal gangue sand/cementing material and 0.8-1.4% of water/cementing material in an isovolumetric manner, and the water reducing agent accounts for 0.8-1.5% of the weight of the cementing material. Mixing and uniformly stirring the cement, the calcined coal gangue sand and the waste rubber particles; the mortar material can be prepared by stirring and dissolving the water reducing agent and water and then mixing the mixed aggregate with the water solution.
