The invention discloses a modified pavement construction method based on an asphalt concrete pavement, which comprises the following steps: firstly, milling a semi-rigid base asphalt pavement by using a milling machine to remove a 3-9cm surface layer of the semi-rigid base asphalt pavement; the milled and planed material is collected into the modified paving paver, and the milled and planed material is used as aggregate; the preparation method comprises the following steps: putting aggregate, an inorganic binder, water and emulsified asphalt into a mixer on a modified paving paver according to a ratio, and stirring the materials at normal temperature by the mixer on the modified paving paver, so as to generate a composite organic hydraulic material; the pre-processed composite organic hydraulic material is guided into the paving box on the modified paving paver and then is paved, so that the engineering construction speed is increased, the equipment investment is reduced, the reworked material can be utilized, the resources are saved, the road construction and maintenance quality is greatly improved, and the problem of bumping at the bridge head can be effectively prevented.
