To provide a user position determining system with which it is possible to determine the position of a user with high accuracy.SOLUTION: The user position determining system comprises: a signal strength acquisition unit for acquiring received signal strength when a vehicle interior antenna has received a radio wave transmitted from a portable terminal; and a position determination unit for determining, on the basis of a change tendency of the received signal strength acquired by the signal strength acquisition unit, whether or not a user carrying the portable terminal exists in the surrounding of the vehicle. A plurality of vehicle interior antennas are arranged such that, in a relationship between the distance of the portable terminal to the vehicle and the received signal strength when a vehicle interior antenna has received the radio wave transmitted by the portable terminal, the distance at which the received signal strength becomes a minimum value deviates from each other. The position determination unit determines that a user carrying the portable terminal exists in the surrounding of the vehicle, on the basis of the fact that the received signal strength of the plurality of vehicle interior antennas has been on the decrease.SELECTED DRAWING: Figure 9
