To obtain a position determining system that accurately determines whether a mobile terminal exists inside or outside a vehicle.SOLUTION: A position determining system 100 of the present disclosure includes a wireless communication device 3 installed in a vehicle and wirelessly communicating with a mobile terminal 2, a transparent radio wave selective film 11 placed in a window part 10 and selectively reflecting radio waves in a specific frequency band or attenuating them at a preset level, and a position determining device 4 mounted on the vehicle 1 and determining the position of the mobile terminal 2, in which the wireless communication device 3 includes a wireless communication unit 31 that wirelessly communicates with the mobile terminal 2, a received power measuring unit 32 that measures received in-vehicle received power, and a distance measuring unit 33 that measures a distance value to the mobile terminal based on a communication time with the mobile terminal, and the position determining device 4 includes an inside/outside vehicle determining unit 41 that determines whether the mobile terminal 2 is inside or outside the vehicle based on the normalized received power, normalized using distance values.SELECTED DRAWING: Figure 1
