To provide a vehicle controlling device, a vehicle controlling method, and a program for controlling a vehicle with which user's burden at a time of alighting from a vehicle can be reduced.SOLUTION: A vehicle controlling device 10 includes a powered door controlling unit 18 which performs a powered door automatic opening control in which whether a certain door opening inhibition condition is fulfilled is determined according to ambient conditions surrounding a vehicle 1 detected by a vehicle ambient condition detection unit 17, when an alighting intention detection unit 16 detects a user's intention to alight, and a powered door is opened when the door opening inhibition condition has not been fulfilled and opening of the powered door is inhibited when the door opening inhibition condition has been fulfilled.SELECTED DRAWING: Figure 2
