To provide a vehicle controlling device, a vehicle controlling method, and a program for controlling a vehicle with which a powered door of a vehicle can be opened in a timely manner based on a usage state of the vehicle.SOLUTION: A vehicle controlling device 10 includes a powered door controlling unit 14 which performs a first powered door opening control in which a powered door is opened, when an in-vehicle state detection unit 13 detects a first user occupying a certain seat situated in a vehicle 1 with the powered door being closed and a vehicle ambient condition detection unit 12 detects that a second user who has alighted from the vehicle 1 approaches the powered door corresponding to the certain seat.SELECTED DRAWING: Figure 2
