The device comprises an inner cylinder, an outer cylinder sleeving the inner cylinder, a moving column, a plurality of liquid outlet mechanisms and a plurality of liquid inlet mechanisms, an inner cavity filled with first liquid is formed in the inner cylinder, the moving column is vertically and movably arranged in the inner cavity, an outer cavity filled with first liquid is formed between the inner cylinder and the outer cylinder, a plurality of inner cylinder liquid outlet holes and inner cylinder liquid inlet holes which communicate with the inner cavity and the outer cavity are formed in the inner cylinder in the circumferential direction, and each liquid outlet mechanism comprises a liquid outlet rod which can horizontally move and is used for controlling the inner cylinder liquid outlet holes to be opened and closed. Each liquid inlet mechanism comprises a liquid inlet rod which can movehorizontally and is used for controlling the inner cylinder liquid inlet holes to be opened and closed. Compared with the prior art, additional force caused by differential settlement to an upper structure is released as much as possible while it is guaranteed that the upper structure, a base and a foundation are stressed together.
